What EDD publishes
A free spreadsheet, updated Tuesdays and Thursdays (its Index sheet says so)
California's Employment Development Department (EDD) posts its WARN report as a free spreadsheet on its WARN page. The workbook says it is updated every Tuesday and Thursday. It covers the fiscal year from July 1; older years are PDFs on the same page. Each row is one notice: notice, processed and effective dates, company and site address, layoff, closure or relocation (permanent, temporary or not known), employees affected, and an industry sector such as "31-33 Manufacturing". Cal-WARN applies to establishments with 75 or more employees (Cal. Labor Code 1400.5), so some smaller sites never file.
EDD adds new notices only when it replaces the file on Tuesdays and Thursdays, so a notice appears about 1 to 5 days after EDD logs it (the file of Nov 5, 2026 runs through Nov 4, 2026). This page reads that file (engine run of Nov 7, 2026) and changes only when the engine reads a newer one, so it is not same-day. For the newest rows, read EDD's file yourself each Tuesday and Thursday.
From 458 notices to 38 sites
- 458WARN notices EDD logged from Jul 1 to Nov 4, 2026, every action and every industry.
- 91marked "Closure Permanent". Layoffs, temporary closures and relocations are dropped; repeat notices for one site each count here.
- 38 manufacturing, wholesale or transportation sites named by those notices, one per site. By EDD's industry column, the ones dropped are mostly stores, restaurants, health care and support services. 1 more industrial site could not be placed on the map and is left out.
- 22 confirmed by an OSHA or EPA record at the site. The other 16 rest on EDD's industry sector alone.
EDD logged each site's newest notice a median 61 days before that notice's planned effective date (38 sites, range 42 to 174 days). The federal WARN Act asks for 60 days (29 U.S.C. 2102). The date is the employer's plan and can move.
How each site is checked
Confirmed, not confirmed, and what a notice does not prove
We look for each site in DOL's OSHA inspection dataset and EPA's ECHO facility data. Confirmed means a record names the filer, or the filer of another notice for the same site, at the site's address (or the address as written on another of its notices) under a manufacturing, wholesale or transportation code; the card's record text quotes the code and the inspection number or EPA facility id. Not confirmed means no record agrees, and the text names the other businesses on record there. Not every plant has been inspected, so not confirmed does not mean it is not a plant.
Confirmed Myers Power Products, Inc., Ontario, CA
OSHA lists MYERS POWER PRODUCTS INC at this address with NAICS 335313 (Switchgear and Switchboard Apparatus Manufacturing), last inspected Feb 8, 2013 (inspection 316345693).
Not confirmed Danone USA PBC, Chatsworth, CA
EDD lists the industry as 31-33 Manufacturing. OSHA has no inspection under this name at this address, and EPA ECHO has no facility under this name at this address (records there carry other names: EARTH ISLAND), so the site is not confirmed as a plant.
Each OSHA inspection links to osha.gov's page for it, which may ask you to prove you're human first; the card quotes the record's name, code and inspection date so you can match it. DOL's dataset page, the file the engine reads, has no search by inspection number: it offers a bulk download, or an API that needs a free DOL key.
An independent checker re-derived 15 of 15 findings picked at random from an earlier engine run (7 California and 8 Pennsylvania findings) against the live government records on Nov 6, 2026. In that check, 206 of 206 unique source links cited by that run's findings opened; osha.gov pages were not among them (the check report). Records can still be wrong at the source, so every card has a "Wrong record?" button.
What a notice does not prove
- That the site will close on that date. The effective date is the employer's plan.
- How big the site is. "Employees affected" counts the people in that notice, not the plant.
- Anything about what the site holds, who owns it, or how it will be sold.
Who should use what
WARNTracker, EDD's spreadsheet or closurelead
- WARNTracker if you want every new WARN notice from 45 states and DC, every layoff and every industry, as a weekly CSV, for $250/mo (warntracker.com/pricing, read Nov 7, 2026). The full comparison.
- EDD's free spreadsheet if someone will open it twice a week, sort out the closures and look each site up.
- closurelead if you buy plant assets or sell equipment around one yard and want only the permanent closures at industrial sites near it, each linked to its government record. It also reads new business Chapter 7 and Chapter 11 petitions (Chapter 11 is usually a reorganization) from the feeds of California's bankruptcy courts (C.D. Cal., E.D. Cal., N.D. Cal. and S.D. Cal.; newest poll in this run's data Nov 7, 2026 18:12 UTC) and places one near you only when the debtor's name matches exactly one plant in OSHA or EPA records in that state. No contacts. Also: Pennsylvania WARN notices, plant closures near me.
Questions
Where can I see the list of California WARN notices?
EDD publishes them in a free spreadsheet on its WARN page at edd.ca.gov. The current file covers the fiscal year from July 1; older years are PDFs on the same page. The workbook says it is updated every Tuesday and Thursday.
How many California WARN notices are permanent closures at industrial sites?
EDD logged 458 WARN notices from Jul 1 to Nov 4, 2026. 91 of them were marked "Closure Permanent". Counting one per site, those permanent-closure notices name 39 manufacturing, wholesale or transportation sites: 38 could be placed on the map and are counted here, and 1 could not be placed. One site can have several notices.
How much warning does a California closure notice give?
Measured on each site's newest notice, across the 38 industrial closure sites, the median was 61 days from the date EDD logged the notice to its planned effective date (range 42 to 174 days). The federal WARN Act asks for 60 days. The effective date is the employer's plan and can move.
Does a California WARN notice mean the equipment will be sold?
No. A notice says the employer plans to close a site on a date that can move. It says nothing about what the site holds, who owns it, or how it will be sold.
Can I get the owner's contact?
No. The WARN notice itself names a company official to contact (20 CFR 639.7), but EDD's public spreadsheet has no contact column, and we don't sell contact lists. Each row gives the employer, the site address and links to the government records behind it. Source: 20 CFR 639.7, what a WARN notice contains.

Where the numbers on this page come from
Every count of notices and sites on this page, and the list above, comes from one closurelead engine run: 20261107T2147Z-6a6d06ea,
made Nov 7, 2026, from EDD's file of Nov 5, 2026. The statute numbers (60 days, 75 employees), the competitor
price, our price, the radius and the box's 30-day window are not engine output; each is linked to its source or is a product setting.
The California and Pennsylvania split of the re-check is from the public check report.
