From 458 notices to 38 sites: California

Most WARN notices are not plant closures. Here is how EDD's file for Jul 1 to Nov 4, 2026 narrows down:

  1. 458 notices processed by EDD, all industries and actions.
  2. 91 marked "Closure Permanent".
  3. 38 permanent-closure sites that EDD files under manufacturing, wholesale or transportation, or that OSHA or EPA records show as industrial.
  4. 22 of those are confirmed: OSHA or EPA lists a business at the site's address, under an industrial code and a name that matches the name on a WARN notice for that site. The other 16 are not confirmed, and the row says why.
  5. 19 of the 38 count toward a headline: 50 or more employees affected, and no OSHA inspection of the site after the planned date (13 of them confirmed).

For those 38 sites, the planned effective date fell a median of 61 days after EDD processed the notice (shortest 42 days, longest 174), for notices EDD processed from Jul 1 to Nov 4, 2026. That is what these records show, not a promised lead time: each date is the employer's plan and can move.

Confirmed and not confirmed

A site is confirmed only when OSHA or EPA ECHO lists a business at the site's address, under a manufacturing, wholesale or transportation code, and under the name on any WARN notice for that site. A site can have several notices from different filers; the row lists each of them, and the OSHA or EPA name it matched. "Matches" is a fixed rule: endings such as Inc. and LLC and generic words are dropped, the first word must be the same, and every other word of the shorter name must appear in the longer one (or two thirds of the words must be shared). So "Safeway, Inc." matches "SAFEWAY INC RICHMOND BREAD". Otherwise the site is not confirmed, and the row names any other business listed at that address. The rules are fixed code, not a model, and the same input always gives the same answer.

35 business Chapter 7 and 11 petitions were caught by our polls from our first poll (Nov 6, 2026, 02:56 UTC) to Nov 7, 2026, docketed Nov 4 to Nov 6, 2026: California 10, Delaware 12, Illinois 5, Michigan 1, Pennsylvania 2, Texas 5. That is 2 days of polling, not 30. Individual debtors are not counted. This count includes Chapter 7 cases that got a "No Asset" notice (the trustee expects nothing to distribute); those are left off your list.

A petition has no address in the feed. We put it on your map only when its full name matches exactly one industrial site in OSHA or EPA records in the court's state, and the row says "by name only". In the sample territory (ZIP 91761, 150 miles), 0 petitions were placed that way in this run.

How we check

  • On Nov 6, 2026, a separate check, written without the pipeline's code or database, re-derived 15 random rows from the live government sources: every printed date, count, address, NAICS code, inspection number, FRS id, site point and distance. 15 of 15 matched.

What we do not cover

Other states' WARN notices, some courts, contacts
  • WARN notices from any state other than California and Pennsylvania. We read no other state's list yet. A ZIP more than 250 miles from California and Pennsylvania gets a plain "not covered" answer, and so does a closer ZIP whose radius doesn't reach either state. When the radius does reach one, such as 150 miles around Reno or New York, you get only the California or Pennsylvania side, and the list names the states it did not read.
  • Courts we can't read: the Middle District of Pennsylvania publishes no RSS feed; the Northern District of Indiana leaves petitions out of its RSS feed; the Western District of Michigan has returned an empty RSS feed on our polls; the Southern District of Texas publishes no RSS feed.
  • Courts we don't poll: every bankruptcy court not listed above. We get petitions from 14 of the 90 U.S. bankruptcy courts. In states where we poll other courts, that leaves out the Central District of Illinois, the Southern District of Illinois, the Eastern District of Texas, the Western District of Texas and the Western District of Wisconsin. Next to California and Pennsylvania, it leaves out the Western District of New York, the Northern District of New York, the Southern District of New York, the Eastern District of New York, the District of New Jersey, the District of Maryland, the Northern District of West Virginia, the Southern District of West Virginia, the District of Oregon, the District of Nevada and the District of Arizona. Every list names the states in its radius whose WARN notices it did not read, and says when we poll no court in a state.
  • Petitions docketed before our first poll (Nov 6, 2026, 02:56 UTC). Each feed holds about a day of entries, so older petitions were never seen.
  • Debtor addresses. The court feeds give none. They are in the petition, behind PACER, which we don't read.
  • Smaller California sites, which may never file a notice (see the EDD source).
  • Contacts. EDD's and PA's lists show no contact person, and we add no owner names, emails or phone numbers. A row shows only what a record gives, such as a trustee named on a docket. A business's legal name can include a person's name.

Where the numbers on this page come from

Our code computed these counts from the government records, in engine run 20261107T2147Z-6a6d06ea (Nov 7, 2026, 21:47 UTC). Nobody types them. The check results in the last line are copied from our check report. The publishing schedules and rules in the text are written by us from the agencies' own pages.

  1. 458, 91, 38, 22: California WARN notices that EDD processed from Jul 1 to Nov 4, 2026; of those, notices marked "Closure Permanent"; of those, one per site, the sites EDD files under manufacturing, wholesale or transportation or that OSHA or EPA confirm as industrial; of those, the confirmed ones. Records: EDD WARN report, OSHA, EPA ECHO.
  2. 19, 13: of those sites, the ones with 50 or more employees affected and no OSHA inspection of the site after the planned date; of those, the confirmed ones. Same records and window.
  3. 61 days (38 sites, shortest 42, longest 174): the middle value of the days from EDD's processed date to the planned effective date, over the same sites, Jul 1 to Nov 4, 2026. The planned date can move.
  4. 13, 38: Pennsylvania L&I listings marked "Closure" or "Closing" (newest listing per site), Nov 1, 2025 to Nov 7, 2026, at a site OSHA or EPA confirm as industrial; and the ones left out because no OSHA or EPA record under the employer's name confirms an industrial site at that address. Records: PA L&I, OSHA, EPA ECHO.
  5. 14: courts whose RSS feed carries petitions and answered our polls without failing for more than 20 hours, as of the poll at Nov 7, 2026, 18:12 UTC. Records: the 14 court feeds listed above.
